Article 52 of the Employment Service Act has canceled the requirement for foreign workers to go abroad for one day every three years.  The Workforce Development Agency pointed out that the number of migrant workers in Taiwan as of October this year was 751,000, including a total of 85,000 migrant workers who have been missing and undetected and stranded in Taiwan.  The Development Department stated that the reasons for the unknown whereabouts of migrant workers include economic factors, labor conditions and improper treatment by employers.
