 All migrant workers who meet the seniority, salary and technical requirements can apply for conversion to intermediate technical manpower. As of July 10, only 4 people have passed the qualification of intermediate technical manpower, including 3 manufacturing migrant workers and 1 marine fishing  Migrant workers.


 Recently, many employers of care workers have reported that if care workers want to transfer to intermediate skills, they should obtain 20 hours of specialized training and a "basic level" certificate of oral proficiency in the Chinese language proficiency test. This year, the number of Chinese language proficiency tests has been increased to 2,000.  , But recently the exam sessions are full, and I can't even sign up for registration.


 To this end, the Ministry of Labor convened an inter-ministerial group discussion. In addition to increasing the number of places for the basic level of Chinese language proficiency test this year to 2,800, the Chinese language proficiency certification of mid-level skilled migrant workers may not be tested as a single channel.  Su Yuguo, deputy head of the Transnational Workforce Management Team of the Workforce Development Agency of the Ministry of Labor, said that in the future, in addition to taking the oral test for Chinese language proficiency, you can also apply for the listening test.  In addition, Su Yuguo said that the recognition method also includes the employer's self-assessment. As long as the employer believes that the hired worker is equipped with language communication skills, he can apply; or according to the current industrial immigration practices, the salary is 2,000 yuan more than the original salary threshold.  , such as a family care worker with a salary of 26,000 yuan, and an institutional care worker with a salary of 31,000 yuan.

移工年資、薪資或技術條件需符合才能申請「移工留才久用」方案,轉為中階技術人力,但日前有雇主抱怨,看護工必須通過華語文能力測驗口語能力「基礎級」才能申請,但測驗場次場場爆滿。

對此,勞動部預計放寬語言採認方式,除通過華語文能力測驗,新增完成線上語文學習課程時數、雇主自評、薪資比申請門檻高2000元採認管道。勞動部官員說,將盡快上路。

凡符合年資、薪資與技術條件的移工,才能申請轉換成中階技術人力,截至7月10日為止,僅4人通過中階技術人力資格,包括3名製造業移工、1名海洋漁撈移工。

日前不少看護工雇主反映,看護工若要轉中階技術,依規定應取得20小時專長訓練、華語文能力測驗口語能力「基礎級」證明,今年華語文能力測驗名額雖已提高至2000人,但近來考試場次場場爆滿,連報名都報不進去,擔心耽誤到申請轉換中階的時程。

為此,勞動部召開跨部會小組討論,除將今年華語文能力測驗口語能力基礎級的名額增至2800人,考量中階技術移工的華語語言能力證明未必以測驗為單一管道,因此預計放寬華語能力的採認方式。

勞動部勞動力發展署跨國勞動力管理組副組長蘇裕國說,往後除了報考華語文能力的口語測驗,也可報考聽力測驗,兩種測驗擇一報考即可,移工若參加線上語言學習課程達一定時數,也可採認。

此外,蘇裕國說,採認方式還包括雇主自評,只要雇主認為所聘雇的移工具備語言溝通能力,就可申請;或比照現行產業移工做法,再比原定薪資門檻多出2000元,如家庭看護工薪資達2萬6000元、機構看護工3萬1000元也可
