Over 82,000 missing migrant workers in Taiwan revealed, Supervisory Yuan

 The Workforce Development Agency pointed out that the number of migrant workers in Taiwan as of October this year was 751,000, including a total of 85,000 migrant workers who have been missing and undetected and stranded in Taiwan.

 The Development Department stated that the reasons for the unknown whereabouts of migrant workers include economic factors, labor conditions and improper treatment by employers. In the past two years, the Ministry of Labor has also promoted a number of measures to strengthen the rights and interests of migrant workers from a policy and prevention perspective.  In the future, through inter-departmental cooperation, we will strengthen guidance to employers to strengthen employee selection and improve legal compliance awareness, avoid improper treatment by employers, and prevent the loss of migrant workers from the source.

 The Development Department emphasized that it will continue to strengthen publicity to migrant workers who encounter improper treatment by their employers, unpaid wages, or overcharges by agencies, etc., to immediately call the 1955 hotline to report it. It will also continue to use LINE@手机点通 to send information on work rights laws and regulations smoothly. A channel for grievance and help for migrant workers.

 In addition, in order to reduce the burden of foreign agency fees for migrant workers coming to work in Taiwan, a direct recruitment joint service center has been set up to continue to assist employers in directly hiring migrant workers.  For illegal media, the law will be revised in the future to increase the penalty for illegal media by three times, to a fine of 1.5 million yuan per person based on the number of people involved. The penalty for illegal employment will also be increased, and the penalty for each case will be changed to a fine of 75 yuan per person based on the number of people involved. Ten thousand yuan.

勞動力發展署指出,移工在台人數至今年10月為75.1萬人,其中包含失聯未查獲滯台移工累計8.5萬人。

發展署表示,移工發生行蹤不明原因包括經濟因素、勞動條件及雇主不當對待等,勞動部近2年從政策面及預防面也特別推動強化移工權益多項措施。後續會透過跨部會合作,加強輔導雇主加強選工及提升法遵認知、避免雇主不當對待,自源頭預防移工失聯。

發展署強調,將持續加強宣導移工如遭遇雇主不當對待、積欠薪資或仲介超收費用等情形,立即撥打1955專線檢舉,也將持續運用LINE@移點通,發送工作權益法令資訊,暢通移工申訴求助管道。

此外,為了減輕移工來台工作的外國仲介費負擔,已設置直接聘僱聯合服務中心,持續協助雇主直接聘僱移工。對於非法媒介者,未來將修法再提高非法媒介者罰則3倍,改為依涉案人數每人罰150萬元,並加重處罰非法僱用,由每案裁罰改為依涉案人數每人罰75萬元。
